I don't think music has necessarily gotten more negative. The wording has just changed. For example, the song Strange Fruit, by Billie Holiday had some pretty emotional and violent content.
As far as damaging to those with mental health issues I can only respond for myself. For me it depends on my mental state. If I am in a good place, it doesn't change it. If I am in a depressive state, then yes, it might not be good for me to listen to music that is overly sad or angry.
Although, in general, humans like to feel like they are not alone. Having someone else voice emotions they feel via a song, somehow seems to validate their own emotions. Maybe that is why darker songs are popular.
Some of Bjork's music is me at my worst. The songs I'd say I identify with during dark times are Play Dead, Lionsong, and Mouth Mantra.
