I tend to think of a child as under the age of 13. And yeah, that covers a wide range, but that's then up to the poet to decide which range they want to address. Previously we've had child judges and I've posted their ages so the poets can gear their poems directly to suit the judges.
As far as reading to or being read by, I'd say either. My personal approach as a poet would be to poems to be read aloud to children, but that's what I would write, and I am happy for the entrants to go whichever way suits them.
