Interesting subject. Joey's waiting on the Solstice is always reminding me about characters being independent of the plot... The plot drives the story, but the characters, their motivations, goals and obstacles are what make us want to read the story.
I get rather attached to my characters and put a lot of effort into making them memorable. It's kind of like building a movie for me. But I also try to make sure I have a workable plot, or else it becomes unreadable.
If you have neat characters that don't do anything in particular, that's not good. But if there's too much going on and no character development, that isn't good either. It's all a matter of balance.
I'm sure Joey would be happy to offer us his two cents when he sees this
