So that was similar to what I was thinking. Clover isn't interested in Will. She's using Chelsea's body and sex appeal to manipulate Will because he's a mark. She couldn't manipulate the real Steve because Steve would sniff the plot out but Will is clueless. This seems to me like whoever Clover is is seducing Will into helping him/her with sex and power. I feel like Clover asking Will to basically pledge his allegiance to him/her is a pretty clear indication of that.

I think if the story line goes in this direction, Clover could be absolutely anyone (including a teacher or the cheer coach which would solve the "how did they get a mask of Chelsea question").
