I must first say that I thought the quote was Tim Allen the actor and comedian. But Tom Allen it is.

I think that no matter where you are the season has a big impact on the behavior and what the character does. Cold weather has a person relying on being able to move sensibly. If not then the character remains inside restricted by walls and physical limitations. The person can focus on more mental activities such as reading, art, computer activities and/or writing. There are a few survival competitions that require a person to be at his/her best. Many schools have closed because of winter problems. Then there are limited ways to travel safely. I like winter but would rather get outside to move around more. And develop my character there.
