I know this kind of situation is difficult. Scripture says do not kill. I wonder about this because even when a person kills during criminal activity, then is justice any better for killing the guilty? And sometimes an innocent is executed.

The flip side to this is keeping law-abiding citizens safe and also the prison population safe from dangerous prisoners. Most of the time people are able to change sometimes it is gradual, but there are few who are so mentally messed up that they can not change. The question is about punishing someone who is terribly mentally messed up versus keeping them safely confined for
public safety.
