Take a little time each day to poke into the nooks and crannies. Pick out things first that get you started; then later those things that help you along.
As for time to write: Figure out that time of the day when you feel the most creative. Mine is first thing in the morning. Then, carve out 15 to 20 minutes during that period to just write what moves you. Every third day (or so), take some time to edit what you've written.
Finally, when you're ready, take a deep breath and enter one of your pieces in one of the member-run contests. There are contests which take items as few as 300 words. To find some of them, check out "Contest Clues"
