Comments, reviews or anything else we might be forgetting "like that" are internally linked to the item (or the entry) and so anything linked to the item or entry moves where the item or entry moves. IE: A review isn't associated to the user who received the review. It's associated to the item or entry that received the review. If you move the item or entry, you move the reviews, the comments, awards, etc that it received.
To be clear on "tossed in recycling": Deleting an item to the recycling bin basically sets the item private it and moves it to a private "recycling bin" folder to be purged at the user's time of choice. Nothing is "deleted" when it's moved to recycling... it's just moved and made private, leaving the option to remove it from the bin. It still counts towards portfolio space, still hold awards, reviews, etc. Once deleted, the awardicon moves to the person's portfolio as a portfolio awardicon as per the system's standard action when an item is fully removed from Writing.Com.
