I'd say it would need a combination of factors but the most important thing IMO is it needs to be unbiased where it tells all sides of everything. Not just skewed towards one way or the other. Between taxpayer funds, private donations, advertisers should be able to cover the costs. Only if collected and distributed properly with no bias towards any outlet.
On a side note, I'd like them to reinstate the law of 1949 The Fairness Doctrine Act to keep media as honest as possible..
