Rouge sighed as powerful as silver was she couldn't allow him to go free. But she was dead set on an all female group. Some how she was going to make Silver a female. the two most obvious options were Tails or Wave. either one of them could whip-up a device to make Silver female but either way she would have to put them under her control.
