You kept watching the yoga woman for a good hour... unfortunately for you however, no good ideas or opportunities to play with her feet presented themselves to you. Randomly approaching her after sitting here for so long would be extremely awkward too.
Then, finally you noticed the woman had started to take her things and preparing to leave! Well it seems like you wasted your time...
There was still plenty of the day left though! And during that hour, some new people came to the park, perhaps you could try with one of the girls that weren't here before?
You noticed a slightly shady looking girl in a black hoodie, sitting on a bench near yours with a laptop in her lap, seemingly busy with it for some reason. You could see strands of long red hair coming out from underneath her hood. She also wore jeans and her feet were covered by white sneakers. She didn't seem like someone who went outside much... perhaps she could use a nice foot rub? If you could gain her trust at least.
Second new person you could notice was a girl you assumed to be a tourist... considering her having a camera, and wearing summer clothes. She wore a pretty revealing sandals, showing she had a rather pretty pair of feet too! She had long blonde hair, and when asking a random passerby about something, you could hear her having an italian accent... perhaps she needed help? And if you helped perhaps she wouldn't mind letting you play with her feet for a bit?
Lastly, you noticed a policewoman, at least judging from the uniform, standing nearby at the park entrance. She had chestnut colored hair tied in a ponytail, with the typical police hat on top. She seemed quite attractive too... finding a reason to approach her could be problematic though, considering that lying to her about needing help could probably land you in jail.
