They had all but decided to have Frodo take the ring to Mordor.

You thought this was foolish. You agreed it would be unwise to use the ring but to just walk into the Dark One's stronghold was suicide.

"Hear me! This is foolishness. Yes the ring must be unmade but not like this! This is what must be done..."
