Racing down the culprit was dangerous as she didn’t know if the person was going to be meeting with allies. It was better to find out who the person was by following the clues and she had a good one to follow with the scrape of fabric. Sir Garrett knew few people who could afford the fabric and fewer who would have an interest in harming him.
There were ways you could track a person with the fabric through magic but they could be expensive, but a hedge mage might be able to give her some idea of the owner. If the person was famous enough she should be able to track them as there fame gave away there location. The cheapest way but by far the least safe was to ask around. If the person wore this in the woods it was likely they were even better dressed where people could see them. They would be noticed in the small towns but word could very easily get back to the person they were being tracked because people would look for reward for the information.
