They are just...short

The Xendakk, a 2.5 foot tall reptilian race that augments its stature with advanced technology. Believing that reptiles are the master species, they spread through the stars, subjugating all non-reptilian species they encounter. Introducing their own native plants and animals to the planets, and terraforming each new planet into a tropical world.

Males have feather crests and a dewlap (look it up) and have bright colors, while females have no feathers, and tend to have muted colors.
