If you watch episodes of a TV show to the point of over-analysing, it becomes pretty clear that Gill/Gil Moss's also treated for behavior by Dr. Lurkin, as well as his mutation. As in his second-appearance the doctor boast how Gil is now a model student the way a parent might, and later punishes Gil by removing his TV privileges.
Why exactly isnt mentioned, as the healing process for Gil took a few months at best, one could assume the doctor fell into the role naturally with Gil being in hia lab.
However it's interesting to note that neither Gil, nor Dr. Lurkin make reference to Gil's parents. Its safe to assume he has them, but since bullying in media is short-hand for 'shitty home life', one can safely assume they aren't around for a reason. if you wanted to you could also look into Gil's motivation (firstly that he blames every one else for his issue, and second that he just liked the power and swiming) as for reasons why.
However I simply propose the idea of Gill/Gil Moss going back into diapers. Perhaps as a form of punishment perhaps not.
