How about the whole world is affected by a strange gas which allows them to change people around them but are unable to change themselves? This change can be anything from growing extra arms to changing gender, from changing hair colour to changing penis length. As such, certain criminal activity has increased and equal treatment for everyone has also increased. This change is limited to ten yards proximity to the target, but requires line of sight, if you can't see your target, you can't change them. In order to keep up with these changes, scientists have had to invent new fibers for making clothing that won't be ripped up by changes of the body. There will be several character choices in the story.
Character 1: A police worker trying to work out how to deal with the changes that have made the criminal element almost impossible to track.
Character 2: A teen boy nearing the end of high school when the change gas was released.
Character 3: A teen girl, also nearing the end of high school, but with a part time job as a lookalike for a child star when the gas is released.
