Babiweena, a small country that is known for its unique culture and law. In this country, a guardian must take care of their children until they reach 21 years of age; however, most of the time, the guardian and children choose to continue much longer.
The guardianship of a child does not necessarily have to be a mother, but any female or male over the age of 21 who obtains an "Adult" license and is registered as a guardian. For those under, a "Baby" license is required in order to differentiate those, but for often than not, it is easy to tell since a majority of "babies" wear some form of padded "protection".
Regardless of the reason for the laws, there is no doubt that the country has a significantly less crime rate than other countries around due to the strict arrangement. While it might seem humiliating to the "babies", most who were born in the country due not have a sense of shame since it is a natural part of their life. In addition, it isn't as if they are without some form of benefit, depending on the perspective, that is. Like real babies, a female "Adult" is obligated to breastfeed their "Baby" three times a day or more, if desired. Thanks to this, the average bust of females are the highest in the world.
Although not required, it has also become a culture to spoil a "Baby" which can often include in carrying, lots of skinship, and plenty of forgiveness. That said, "Adult" is responsible for their "Baby" and is given authority to punish their "Baby" as needed. Some "Adults" are less forgiving than the average depending on how they were raised as a "Baby".
