Maybe some others?

Instead of looking for your victims randomly you decided to go to a certain place knowing you would find the victim you were after instead.

Your first thoughts were that of a Nursing home, as more often than not the staff would treat the occupants very poorly or you could always find some rather nasty old people that treat everyone like shit.

The one place you were bound to find someone deserving of your punishments were at a police station, either with one of the criminals or a corrupt cop.

Though these were only a couple of places you could start searching, the town had plenty more locations you could explore for victims...
