A beat up tacky pocket watch with a shamrock on...

Near the back of the display case was what looked to be a cheap tourist nick nack, an obviously fake gold encrusted pocket watch with a shamrock on its face cover and a dirty and slightly cracked face. Even if this was just a curio shop you couldn't imagine anyone buying such a cheap novelty, even if they were buying it in an ironic sense. "I see you're looking at the lucky lepre-con pocket watch. A fine item indeed for an introduction into magic." A voice said behind you.
Without turning you rolled your eyes and respond "So that's what this shop is, huh? Some kind of wizard themed novelty shop? I was really just having a look around and I think I've seen enough. Good day si-" as you turn around you are forced to look up a fair ways to a six and a half foot man of skeletal build and pale complexion looking down upon you while holding the very watch you had just been looking at. You swivel your head and indeed the watch was now missing from the display case, the old man having somehow snatched it without you even noticing. "Huh, that's an impressive sleight of hand trick you have there. Anyways, off I go." You dismissively state, trying to step past the man to exit this bizarre gimmick tavern. You never were a huge fan of magic and didn't have an interest in playing games.
"Hold on boy, the watch has chosen you. It is your destiny to have it." He explained, tossing you the watch.
Snagging it out of the air you set the watch back in its display case while sarcastically responding "For only $19.95!" You look up though and to your shock the old man has the watch in his hand again. Checking again the watch is missing from the display case. How the hell did he do that?
"Your first item is free, at least monetarily." He said, placing the watch into your hand.
Deciding that just agreeing to what the old man said and hocking the stupid toy at your nearest convenience would get you out of the store quicker you say "Okay, thanks then. Bye!"
You are nearly at the door when the old man calls out "Don't you want an explanation as to how it works? It could be rather dangerous otherwise!"
You wave him off. "I'll test it in the field!" You call back in a dismissive manner.
"Fine, I suppose you don't need to know that you aim it with the big hand and change the subjects luck with the little hand, six being average and twelve being highest." He said, giving you a crash course in the device as quickly as he could.
"Thanks." You flatly reply. You look down at the watch and currently the little hand was at six, pointing back at you and the big hand was at seven. What a stupid-
Your eyes were not really comprehending what they were seeing, the absurdity of the situation sinking in slowly like a knife. You reached down with your right hand, watch in the left and lifted the small green note. You stared at it for a while, Benjamin Franklin looking back at you with his smug old face. "Coincidence" You say as you slide the bill into your pocket. Doubts arose despite your best attempts to suppress them, eyes dragging back to the watch. "Still, might not hurt to test it a bit, just to confirm that it is just a stupid trinket." You reason.
