Winter plans to regress Weiss slowly throughout...

(Edit: to previous chapter, Weiss is actually just getting on a break from Beacon and was meeting Winter before going back to Atlas.) They both meet on time at the restaurant and enjoy a good early dinner. During the meal, Winter squees internally waiting for the drugs she slipped in Weiss drinks and food (she had a deal with the staff that it wasn’t harmful stuff but to make Weiss relax) to take effect.

She doesn’t have to wait long before Weiss suddenly stops talking and looks at Winter. Winter was so excited now. Why was she excited?
