The OWD was led by the council of seven, one representing the organization's reach in each of the six inhabited continents and one leader.
First there was the councilor of North America, Mitch Cornell. A wealthy oil tycoon who, now that the world has converted to green energy, is using the remains of his fortune to assist the OWD and become relevant again. He wears a stereotypical cowboy outfit and a white masquerade mask.
The councilor of South America is Victor Hernandez. A crime lord who controlled nearly the entire drug trade in the western hemisphere. He was wearing a more casual outfit and a pair of sunglasses over his green masquerade mask.
Elania Blatzgowitz is the councilor of Europe. After a severe accident at her old job she lost her arms and lower half of her body. However because she was a cybernetics genius, she was able to build a new body for herself. She only ever wore a purple bikini and blue masquerade mask because she wanted to show off her cybernetic body.
The councilor of Africa is a man named X Æ A-12 Musk. He was the son of a South African millionaire but because of a lifetime of bullying over his unusual name, he turned to evil and took over his father's company after killing him. He now serves the OWD. He's wearing a suit and a gold masquerade mask.
In the red masquerade mask was Ming Xiaosheng, councilor of Asia. She is the leader of a secret society formed by the last Qing dynasty members after they were deposed from power in an attempt retake their throne. They were responsible for many events in China and Asia as a whole. However they were never successful in retaking the imperial throne. Xiaosheng has formed a deal that in return for joining the OWD and giving them her spy network in Asia, she would be given all of China and much more. She was wearing a yellow dress.
The councilor of Oceania is a mountain of a man wearing a khaki suit and an orange masquerade mask named Oliver Wensley. He owns the largest poaching network in the world and makes millions in selling illegal ivory and hides. However stricter environmental laws and enforcement has pushed him into joining the OWD to save his poaching business.
Lastly was the leader of the Organization of World Domination. Her origins are shrouded in mystery, so everyone only called her "the Lady". Some say the Lady was one of the founding members of the OWD, and she eliminated all her co-founders so she could have full control. Others say she worked and killed her way to the top. The truth is no one knows for sure, but everyone agrees she is the undisputed leader of the OWD. She normally covers her face with a black masquerade mask and wears her blond hair in a long ponytail. One their island base, she usually only wears a black or white bikini for the weather since apparently she gets hot easily.
