The Mythical Jirachi

In this particular world of Pokémon, there are two varieties of Legendary. The first is simply a collection of incredibly rare species (Articuno, Entei, etc.)
The second variety, on the other hand, is often spoken of but almost never seen. They're better known as "Mythical Legendaries", and are considered the gods of the world. The higher gods--Arceus and his "offspring", Dialga and Palkia, for example--keep to their own realm and watch over the mortal realm. Any intervention on their part is solely for the sake of maintaining the natural order. Some of the lesser gods--such as the elusive Mew and Celebi--are more or less residents of the mortal realm, but still keep to themselves. They're either free spirits or messengers for the higher gods.
Then there are the ones whose purpose is to directly interact with mortals, like Jirachi.
You know his story: he awakens for one week every millennium to grant wishes. And he hates this arrangement. Every time Jirachi wakes up, he has to learn modern society all over again. (Granted, some things are more or less the same every time, but still...)
But he's not one to linger on his personal woes; too many wishes to grant, and not nearly enough time to handle them all.
Jirachi hates misunderstandings, and every new era seems to bring a new batch of complications that seem to exist for the sole purpose of disrupting proper communication (or maybe it's just him). That's why he takes the time to get acquainted with any mortals seeking out his services.
He wishes he had more time awake, but at least what little he does have is never boring. Especially if any expansion-related wishes are going to be directed at him.
