Maybe he simply swaps clothes (i.e. his uniforms, Pup Pack and collar) with another character from PAW Patrol; either pup or human?
Or maybe Chase's perceptions on whose clothes belongs to whom changes; making him believe that his regular clothes (both police and spy uniforms, his Pup Pack, plus his collar) really belongs to another member of PAW Patrol (including Ryder) and that that member's clothes really belongs to him, with the same thing happening to aforementioned character?
