How about a more spice of life story about the heads in the collection as a whole? The collector does let the heads do more than just sit on the shelf all day. Maybe they could be watching a movie or attempt do things they normally can't do as heads. Maybe at one point of the story, the collector can use her magic to make head stuff more fun. Or perhaps she grants some of them the privilege to be able to float around the mansion, but the limit is that they can only go around in said mansion and they must be present when the collector wants to wear them.

Unlike the previous choices, the story won't focus on a single head. Mostly a collection or group of them.
