After Naruto’s battle with Sasuke at the Valley of the end Tsunade was worried sick about the boy she saw as a son, having almost lost him a couple times while healing him she just couldn’t see him like this he and Shizune were the only family she had left.
Seeing Naruto injured like that stroked strong primal maternal instincts inside of Tsunade and she wanted Sasuke to suffer for what he done to her Naruto going as far as putting him in the bingo book with a kill on sight order and a high bounty.
Tsunade was neglecting her Hokage duties as she was by Naruto’s side all day unless Shizune came in and made her leave for whatever reason but it was rather reluctantly whenever she did.
Naruto never had a parental figure and having seen how he acts it was very obvious and Tsunade has always wanted a kid but after the loss of Dan she couldn’t be with another man, but Tsunade had an idea of how to fix both Naruto parental issues and her own need for a child.
When Naruto recovers he will be weakened for a while and she decided that the best way to keep him from being active and physical too early was to be there and prevent him from over exerting himself.
Maybe I could see if he would let me baby him while he recovers it will be good therapy for myself and him but I doubt he would agree Tsunade thought to herself but she decided to try anyway.
A few days later Naruto finally wakes up and the first person he sees was Tsunade, she briefed him on what happened and how the mission was a failure which upset Naruto as he broke his promise to Sakura.
After explaining everything she brought up her plan to baby him and be his mother until he recovered fully and Naruto
