There are different ways to divide dragons into different categories. There is good versus evil, order versus chaos, metallic colored dragons versus chromatic ones...well, the list goes on and on.
Your high school divides dragons into those who can assume a human(oid) form versus those who can't. So rather than expanding classrooms to accommodate monsters that can reach up to thirty feet in length, it's easier for your high school to accept only those dragons who can shape shift, and send the other dragons to another school.
