Lex Luthor sat on his chair in the Oval Office of the White House and grinned. He had done it. He was President of the United States. His dream was finally a reality.
But then he looked down to the documents on his desk.
The first made him frown. It was the overall budget for the time of his predecessors presidency. To be honest the numbers were staggering. By the end of his term, the previous president had racked up enormous debts to other countries - well into the billions-if not trillions- of dollars worth - while taxing the US left and right. He had also caused enough diplomatic issues with other countries that all it would take is a minor incident or comment and there'd be a Third World War.
While yes a good chunk of the debt was the result of the large amount of property damage caused in superhero battles, Lex was surprised by how much the so-called heroes were restricted by the many laws and regulations put through by the previous administration.
He was also surprised by how much money made from superhero merchandise was instead pocketed by corrupt governments.
'How that idiot got to the end of his term without being impeached I'll never know.' Lex thought to himself as he looked over the other document which had undoubtedly saved America.
The Free Use Law. It essentially made all sexual activity completely legal between consenting individuals aged 18 and older. When an individual turned 18, they were sent an email with a form to register with the act. Upon registering they agreed to all of the rules of the act.
Women who registered agreed to be willing towards any and all sexual advances, to not lock their doors so that any one who wanted to use them can do so and to agree to any sex related jobs (ie pornography, stripping or prostitution). Money raised in these occupations is to be split evenly between the people involved, the city they live in and the government.
Men meanwhile are given free reign to use any willing women who is registered for Free Use for any sexual desire they have.
Unwilling sexual acts on those who do not want to register or are younger than 18 is still illegal and punishable with lengthy sentences in jail.
Lex expected major backlash towards the law from the public, and he did get some but he was surprised by how few those people were. Registration for the Law was at a staggering 75% in the end of the first week. By the end of the first month it was up to 95!
But the biggest surprise was the reaction from the superhero community.
What is the reaction?
option 1: All heroes on this Earth are female. All of them are ecstatic towards the law as they were all secretly sluts but unable to be there true selves under the previous presidency.
option 2: The entire Superhuman community, made up of both men and women, is split down the middle. Half are all for registration while the other half are against it.
