It had been Boris Johnstone's secret project, while PM. A private and personal project, that he planned on revealing once its results were verified, and could be replicated. However, once he was ousted from power. His accounting practices ensured the project kept getting funding, and its budget stayed hidden.

It was on an inspection visit that he felt the first signs. His heart murmur was a new sympton, since his recovery, and probably a consequence of long COVID. However, he intended on this being the central plank of his restoration to power. His proud claim as a benefit of Brexit, the driving of a scientific breakthrough in cloning technology, and the new science of mental transference.
He knew it could signal a new age of functional immortality, and the ability to keep control of one's own finances. It just required a certain brutality, to deal with the tired old body, and embrace the new. Even now, he could rationalise it away. He could see his own funeral, hear... No! write his own epitaph, and introduce himself at the same time.
Much as he liked tradition, immortality and rejuvenation felt far more appealing. His inheritance from the suicided body could be, would be bullet-proof in court. Either passing on to himself, as a long-lost son, or some such.
Boris also intended immortality for some of his specially selected enemies too. Nothing could be more grating for them than to owe him their literal lives. To have them serve him in the most degrading and debased ways he could imagine. It brought a smile to his face, as he imagined each of them laid low.
