She gives him a makeover

Junko threw Makoto into a salon-style chair, facing a mirror vanity.
"Junko, what's going on here?!"
"As the ultimate fashionista, influencer, et cetera, it's my job to make sure everyone knows exactly what to wear at all times. That's why I'm giving you a complementary makeover!"
"Did you have to drag me by the shoulders though!?"
"Yes." she said, before she started going around the room grabbing things to put on Makoto.
While she tried to make him feel like this was just a random act of chaotic good, in reality this makeover was all a part of her master plan. What that master plan actually was she hadn't figured out yet, but giving Makoto a makeover was totally part of it.
