I sighed reading the government report on Waterfront City. Someone or some organization did not want anyone to know my hometown even existed. It really wasn't a surprise but it made me darkly wonder. How much did this individual or group within the government really know about my small city and it's deeply rooted secrets? Was this individual or group responsible for the sudden rise in crimes within my city? It was impossible to tell without knowing who classified the report and why.
