What about one of these methods?

Ash finds a Hypno's coin. He quickly learns how to use it.

Ash (bought/was given) a pokeflute that takes control of anyone that hears it.

He captures a Smeargle that knows hypnosis (to entrance women), sweet scent (to relax them), sing (to make them happy) and attract (to enslave them).

Remember the episode where Cassidy and Billy (The name is Butch!) used a Drowzee to control pokémon? Like that but with women.
