does this new law that has Lena Luthor in diapers involve people being adopted regardless of age and re-raised, being treated like a baby and "grow up" over time as they live their new life?

maybe there's a new kind of license that allows those who apply for it to dress up, do activities and so on that are normally only allowed for children? (Getting babied is optional, the license holder can have their diaper visible and use them when in public, can play on playgrounds, allowed to throw tantrums, receiving only punishments that would be given to a child, basically anything that's normally socially acceptable to children.)
