The Adeptus Arbites: The brutal enforcers of the Imperial Law in such a lawless land... or at least they would be if their ranks weren’t bloated with corrupt officers who happily accept bribes from certain gangs, and terrorize those who don’t pay up.
More often than not, many high ranking officers are willing to sabotage any underling by sending them on “under-cover” missions, in which the unfortunate Arbite undergoes extensive modification turning her from a fierce warrior of justice to a perfect submissive wedgie bimbo, and then just flung into the deep recesses of the underhive to be collected by whichever gang paid.
The Underhive Gangs: The underhive gangs are countless in number, each gang unique in their style of outfits and combat from city to city. There is no heist too risky and no battle too dangerous for the gangsters. If rival gangs aren’t squabbling for land and power, then they are putting their sharpest minds together for some overly elaborate plan to rule the hive city, which is always doomed to fail.
Life is tough for everyone, but in the underhive, only the strongest survive.
