In truth Tails had reacquired the Auto Fiona that was once used to almost roboticize him years ago and completely rebuilt her from the ground up internally and physically to the point her appearance matched the current Fiona rather than what the Auto had previously impersonated however he at no point messed with her internal programming or activated her so he figured blasting her with the hypno ray and activating her after doing so could be a great test to see how well it works…plus having something that looked just like Fiona under his complete control was a fantastic bonus.
