In the future, crime rate has risen so drastically that there were more prisons made than homes. Not only were civilians were arrested but politicians, police, and even the ones in charge of the prisons were committing crimes. It had became so rampant that a new system was made just to fit every criminal in a cell.
In this new system, a prisoner would be reduced to a single body part which will be stored somewhere or be used to pay off their crime. Depending on the crime or state of the prison, prisoners were either required to be downsized to care for those that were downsized (with the threat of being downsized if they do their job poorly). Being released does not guarantee that the person will be fully restored depending on the crime as well. There is no bail in this future due to how corrupt the rich are. It's only prison.
Money or status will not affect this as the law had became more firm than before. Mostly due to how people can't be trusted with the most simplest of things such as breathing air. This is a world where evil is human nature and whatever good in the world is trying to restore law as best as they can. Even if they had to resort to something as unethical as downsizing.
But for this world, what sort of downsizing should be the focus?
