Option1- (This one takes place after the mizuki incident) Anko takes naruto as a apprentice but she has naruto become a woman as her techniques work better for a lady than a man(Not to say a man can't learn these techniques it's just that a man's body can't properly utilize the full potential of these techniques where as a woman can(And before you say orochimaru taught anko what she knows remember this is orochimaru who takes over other peoples bodies every so often regardless if the person was a man or woman))
Option2- (This one takes place after team 7 returns from wave but some time before the chunnin exams also they become genin at 15-16 instead of 12-13) Anko takes naruto in her home after hearing he got kicked out of his apartment so she offers him her guest bedroom if he becomes her maid
Option3- (This one takes place after naruto returns from his "training trip" with jiraiya and almost everyone from his class & the one after his are chunin or in some cases jonin so naruto(not including sasuke) is the only one that is still a genin) Anko is assigned a mission with naruto(genin) hinata(chunin) & ino(chunin) to escort a princess back home but the princess requested that the escorts be women not men but since naruto is the only genin available as others are already on missions, just returning from a mission or recovering from injuries in the hospital so anko transforms naruto into natsumi and teaches her how to be a woman Anko also learns just how crappy narutos(well natsumi now) previous teachers have been when she asked natsumi what her skills are
