Tim Scam frowned at his two chosen allies for this new anti-WOOHP mission, Dr. Inga Bittersweet and Helga von Guggen. The two older women, like many of the villains Scam's enemies, the spies Sam Simpson, Clover Ewing, and Alex Vazquez, had a rather... 'thematic' modis operandi.
Helga von Guggen was vicious enough to earn Scam's respect. Her first scam involved mutating a cruise ship full of people into what the internet people would call 'furries' and then skin them alive for their coats. Her second scam involved murdering people by making clothes that would constrict them to death, tricking people into wearing them by going under another name.
Inga Bittersweet was... somewhat lower on the villain scale. Scam still had trouble figuring out what she wanted to accomplish. She made a super-addictive and super-FATTENING formula and put it in cookies, selling them and making a fortune while making everyone that ate them, including Clover and the boss of the spies, Jerry, extremely fat. But she was stopped when she became addicted to her own formula, giving WOOHP a chance to make a counter-agent to the fattening formula in the cookies.
Honestly, Scam just wanted Helga so he could kill everyone, Sam, Alex, and Clover included, and call it a day, but she wouldn't come without Inga (whom WOOHP had left fat out of spite), whom she made friends with while in prison. And now, they were combining ideas.
Arrange things so that the Spies and a few of their friends and fellow WOOHP agents would win a prize, a lifetime supply of cookies from a cookie company executive (played by Tim Scam himself, master of disguise and deception). But these cookies would be treated with a special formula, an even more addictive and fattening, and one that would turn them into feline creatures the fatter they got. The logic was that they'd be so humiliated and heavy that they'd be unwilling and unable to do anything to stop Tim Scam from his genocidal plans.
(Of course, he left out any mention of genocide to them.)
Tim Scam checked his watch irritatedly. The two older women, one skinny and anorexic looking, one fat and huge, both dressed in labcoats, had been working at their formula for hours. They said that it could be easily mass-produced once they had perfected the formula. As soon as he did, he yipped, startled, as the two women traded high fives.
"HA! We did it!" Helga cheered.
"It's ready?" Scam asked.
Inga nodded. "Yes. All we have to do is take it to the factory and reproduce it, then put it in the cookies, and then the plan can begin for real."
Scam grinned wickedly. "EXCELLENT."
The three villains all shared a moment of evil laughter. After they stopped, Helga said, "Inga and I were going to go out for a bite to eat. Want to join us?"
Scam shook his head, and said, "No. I have some thinking to do."
The two women nodded and left. Scam sighed, and shook his head, looking over the various chemicals mounted on the wall of the lab, which for some reason was painted black on the walls, floors, and ceiling.
"This is such a stupid plan," he said.
He was about to leave to get some coffee, when his eyes settled on two particular vials.
"Snake DNA and appetite enhancer..." Scam said. He had a brief vision of a snake swallowing a gazelle, and grinned mildly.
"I wonder..."
