You have many good points here. I was brought up Catholic and was given the 'sex education' talk in school and it wasn't about sex, it was about not having it and there should be no contraceptives because God would decide if you should become pregnant or not. This obviously didn't work as there were plenty of teen pregnancies in the school.
Parents need to not be so worried about talking with their children about it, while the school usually only does one lesson on the subject, the parent can be there for follow up questions and can talk with them as they age, get girlfriends, go to prom, etc.
The media is also to blame for the teen pregnancies, I can only imagine the amount of girls going out and getting pregnant on purpose because they hope to have their own 'reality show'.
