I love the description of the Science March that you offer in your poem and your brave attempt to write a villanelle - a really demanding form.
What might need work
Though it seems a strange requirement to me, the contest rules mention putting a word count into your static item. I used both a word count and a line count in mine to make sure I was covered.
Consider editing your lines so that each has the same number of syllables, ideally ten. At the moment, yours range from 9 to 12. A classical villanelle will use iambic pentametre, so if you have a good ear, you might like to attempt to use that metre.
I think that Commander in Chief is traditionally capitalised because it's a title and form of address.
