It is also an important chapter. There is no doubt about it.
We know that the policymakers play a crucial role in building society. But, dirty internal politics can destroy that society, too.
Atticus sees that the aristocrats of the Tekal not only promote slavery but are also involved in dirty politics with each other which Articus dislike very much. He must fight for the freedom of the slaves. So, the preparation stages are going on full-fledged.
The theme of the chapter is vital for the rest of the story. But, I have a suggestion about the style of writing. Some pockets of this chapter are too much descriptive. It hampers the readability. If you adopt a conversation method that will make the story more interesting.
Overall, it is a good writing effort.
