I think too many characters is a common problem that frustrates readers. There is a rule that says people can only keep track of five things at once as a generalization. That number falls right in the middle of the range given by Santeven Quokklaus , which sounds like a reasonable range.

If the character matters, it matters. The obstacle is usually character development... How to make the character shine.
It's easier to develop one character than it is to develop several. The story is better when characters may interact with each other. The story will appeal to the widest spectrum of demographics when there are numerous significant characters.
