That I WDC can't let me set a local time zone irks me no end! Don't tell me about how contests have to be keyed to a particular time. Of course they do! So make contests have as time zone, too. They can be keyed to Eastern Time or UTC. Contest admins can choose a start and end time in whatever time zone that they want.

OK, I'm done ranting now. I think.
