ussually, I make any interactive I work on pre-set by creating the first chapter, then working on the choices for a 2-3 chapters before releasing the interactive to the public.

I understand how troublesome this could be, but I think option B might be best.
By allowing others to create there own OC's, you'll also allow your interactive to not just expand by following the stories of these characters, but allow all kinds of twists and turns to be added to the stories as a whole.

This is definently a interesting digimon based interactive. A tree with mysterious fruit, inflation, truly a twist to the adventures within the digital world that get the gears for creativity going.
