This order authorizes a direct and preemptive military operation to take place within the Husarian United Federation against the Husarian Unified Army and any associated organization(s).
The Operation aimed at installing Stefans Gans as head of the Husarian United Federation and securing vital territory in the Husarian United Federation shall proceed according to Plan XVI as outlined in Schwarzes Buch Zwei (Black, pp. 49-53).
