Bureaucratic Red Tape

The powers that be required
endless paper be acquired,
as a business fortifier.
I thought when I retired
the tasks would be expired,
and they'd no longer conspire
to place more upon my pyre.
So wrong, more paper for the fire,
where is the justifier?
