It was pretty obscure and only affected a small group of people which made it hard to figure out.

But... The "content rating blocker" had an old bug that allowed people to set their content rating blocker to the "Select from list" setting (rather than an actual content rating to block) ... When set that way, the rating blocker gets unusable value... which wasn't a problem before, but a rewrite of the listing system caused that to become an issue. And now that's fixed.
