I thought by taking a public office, you were required to perform the duties of that office to the law as it stands.
If a mayor or clerk (or whoever would be performing said civil union) did not want to perform the duties specified by the law, wouldn't it be best to resign - especially if it requires you to deny citizens (some of whom probably elected you) their lawful rights?
How about if they don't license your car because they don't agree with the make and model?
