I googled gay civil unions in New Jersey. It was actually approved by the legislature not court ordered, so the ACLU may not have been involved. Mayors who do not want to perform civil union ceremonies are not required to, but they may no longer perform marriages if they opt out. I couldn't find anything about $10,000 fines or being removed from office.
