I always review with my ratings when it's a story (and not a folder item or poll)
I'm totally ok with giving a 3, sometimes even lower if I think I can make them feel better in the review, but I also like to r and r for people who have r and r'd my stories. Fortunately all of those people have been pretty good because I don't think I could give them a lower rating then they gave me when they were nice enough to take time to r and r my story. :(
