I think a review should be based solely on the writing style and technique. Content should be separate, in an email to the author, preferably. Why be afraid to state your opinion and only use anonymous reviews to disagree with an author's work? It seems like you're trying to incite frustration into those you disagree with, rather than helping improve their writing.
